Washington County Jail Roster Limits
The official Washington County inmate-search page is not a name-search roster. It is a public restriction notice. The notice says the Washington County Correctional Facility will no longer release inmate records to the public in response to general requests. It specifically names individual inmate records, booking photos, charges, housing status, and release dates as categories that are no longer provided publicly.
This changes the normal Washington County inmate records workflow. A person held at the county jail may still be in custody, but the public may not be able to confirm that through a public web profile. The county page points users toward PA DOC resources and an inmate-records email path, while also warning that Right-to-Know requests may be denied if exemptions or court orders apply. Law enforcement and legal representatives are treated differently and may access needed records through appropriate channels.
The county notice screenshot from Washington County Correctional Facility Inmate Search is the controlling local source for the lack of a public roster.
The notice is why local jail records must be separated from court dockets, VINE notifications, and state prison searches.
Lookup Washington County Jail Records
Because there is no public Washington County jail roster, the search path begins with identifying what kind of information is needed. Current custody at the county jail is one question. Charges and court dates are another. State prison, federal prison, and ICE custody are different systems. The fastest correct route is often to check the court docket and VINE while using the facility phone line for general routing.
- Read the county’s inmate-search notice so the restricted fields are clear before relying on any outside site.
- For local jail routing, call Washington County Correctional Facility at 724-228-6845 and expect privacy, safety, and policy limits.
- For custody notification, register through Pennsylvania VINE or call PA SAVIN at 866-972-7284.
- For court charges after booking, search UJS Case Search by name, docket number, OTN, incident number, or Washington County filter.
- For state, federal, or immigration custody, move to PA DOC, BOP, or ICE ODLS instead of the county jail.
Bond and release information also requires caution. The county FAQ says bond may be paid at the Clerk of Courts, through a bonding agent, or at the facility after hours, but a detainer, court hold, parole/probation hold, or federal/ICE hold can prevent release even when local bond is addressed.
Washington County Roster Fields
The roster search-field table for Washington County is unusual because the county page does not expose name, booking number, or date fields to public users. Instead, the page states which information is withheld and gives limited routing language. That table belongs in any accurate Washington County inmate records page because it prevents readers from hunting for fields the county does not publish.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| Public roster search fields | None | n/a | No public searchable jail roster fields were located on the official county inmate-search page. |
| Request destination | Link or email | n/a | County page directs requests to PA DOC website or InmateRecords@co.washington.pa.us, while saying individual records are restricted. |
| Restricted categories | Notice list | n/a | Booking photos, charges, housing status, release dates, and individual inmate records. |
| Legal basis | Notice text | n/a | Legal guidance, privacy protections, Mezzacappa v. Northampton County, RTKL exemptions, and court orders. |
| Access exception | Notice text | n/a | Law enforcement and legal representatives may access necessary records through appropriate channels. |
Washington County Inmate Profile Fields
A normal jail roster profile might show a booking number, booking date, charge list, bond, housing unit, arresting agency, status, and mugshot. Washington County’s public page does not show that profile. It names several of those fields as restricted. The local court record may still show filed charges and events, but that is not the same as a jail custody profile.
| Field | What the Public Page Shows |
|---|---|
| Booking number | Not shown because there is no public profile. |
| Booking date and time | Not shown on the county inmate-search notice. |
| Mugshot | Not shown; booking photos are named as restricted individual inmate records. |
| Charges | Not shown on the jail page; use UJS for court-filed charges where public. |
| Housing location | Not shown; housing status is named as restricted. |
| Release or status | Release dates are named as restricted. |
Washington County Jail vs DOC
Washington County Correctional Facility is the local jail for people pending disposition and people serving local sentences of two years or less. The Pennsylvania Department of Corrections is the state prison and parole system. PA DOC says its locator is updated daily, but it excludes county jail inmates. That distinction matters when a person has just been arrested, is awaiting an MDJ hearing, or has not yet been transferred after sentencing.
| Custody Type | Where to Look | What It Covers |
|---|---|---|
| Pretrial or local sentence | Washington County Correctional Facility phone and county channels | Local jail custody, subject to public-release limits |
| State sentenced or parole | PA DOC inmate and parolee locator | State prison and parole records, not county jail |
| Federal prisoner | BOP inmate locator | Federal inmates from 1982 to present |
| Immigration custody | ICE Online Detainee Locator System | Current ICE custody by A-number or biographical data |
The PA DOC locator screenshot from Pennsylvania’s locate an inmate or parolee page shows the statewide scope and county-jail exclusion.
Use that tool after state sentencing or parole involvement, not as a replacement for the county jail.
Washington County Jail Facility
Only one Washington County detention facility appears in the facility map. No separate county work-release building, annex, city jail, regional jail, BOP facility, ICE facility, or PA DOC prison physically inside Washington County was located in official sources. The county’s prison-board reports distinguish work release, weekend, sentenced, and awaiting-trial categories, but those are population categories within the jail.

Washington County Booking Basics
Washington County did not publish a detailed public booking procedure page in the captured sources. The reliable local facts are that WCCF holds people pending disposition and people serving local sentences of two years or less, and that individual inmate records are not released publicly. The state-level intake framework comes from 37 Pa. Code Chapter 95, which requires written policies for admission and release, verification of legal authority, intake information, property handling, medical assessment, and searches.
After arrest, a person may be processed by a municipal police agency, the sheriff where applicable, Pennsylvania State Police, or another law-enforcement agency. If custody is ordered, commitment paperwork is checked, identification and classification information are collected, and medical or mental-health screening occurs under local policy. Booking photos and fingerprints may be created during processing, but Washington County’s public notice says booking photos and individual inmate records are not released publicly.
Note: A court docket can show charges and hearings while the jail record stays restricted under county policy.
Washington County Visitation Rules
Visitation is a major part of the records workflow because it is one of the few official public pages with concrete jail instructions. Washington County says public in-house visitation ceased effective November 18, 2020 until further notice. Two free 25-minute video visits are authorized through ICSolutions, and they may combine into one 50-minute visit at inmate request and staff discretion. Professional visits remain in-person within posted windows.
| Visit Type | Schedule or Limit | Rules or Vendor |
|---|---|---|
| Family or friend video visit | Two 25-minute free visits per week; possible 50-minute combination | ICSolutions account, staff approval, schedule at least 24 hours ahead and up to two weeks ahead |
| Professional visit | Monday-Friday 9:00-11:00 a.m. and 1:00-4:30 p.m. | Facility closed weekends and county holidays; attorneys need ID and bar card |
| Lobby access | 8:30 a.m.-8:00 p.m. | Use the intercom in the lobby vestibule and follow screening rules |
The official visitation screenshot from Washington County inmate visiting rules documents the video-visit model and facility-entry limits.
Those rules should be checked before travel because public in-house visiting has not returned in the researched county material.
Contacting Washington County Inmates
General mail is routed through TextBehind rather than mailed straight to a housing unit. Physical mail goes to the TextBehind address with the offender’s first and last name, offender number, Washington County Correctional Facility, P.O. Box 247, Phoenix, MD 21131. The sender’s full name and return address are required. Physical mail is copied and delivered electronically under the county process.
Photos are not accepted by mail. Washington County directs photo handling through GettingOut.com or TextBehind.com and lists barred photo categories such as nudity, sexual content, violence, drugs or alcohol, ID documents, gang signs, screenshots, offenders, weapons, and currency. Phone accounts use ICSolutions, and the county lists 888-506-8407 for account help. Attorney confidential status requires the separate facility process.
Washington County Inmate Funds
Money for inmate accounts can be deposited through the lobby kiosk, AccessCorrections.com, or by phone at 866-345-1884. The county FAQ says there is no limit located for money placed on inmate books, and it says an inmate ID number is not needed for books, commissary, telephone, or video-visitation deposits. Money orders are no longer accepted through the facility window, and clothing or underclothes must be purchased through Keefe Commissary rather than mailed in.
