Are Washington County Mugshots Public?
No official Pennsylvania statute was located that requires county jails to publish mugshots online. Mugshot Removal and Expungement
Washington County’s official sources do not describe a public mugshot-removal process because no public mugshot roster was located. If an arrest record is dismissed, expunged, sealed, or placed under limited access, the records-clearing path is legal and court-based. Pennsylvania’s expungement law, 18 Pa.C.S. Section 9122, defines eligible expungement circumstances such as certain nonconvictions, pardons, age/death categories, and statutory cases.
Do not treat commercial mugshot reposting pages as official Washington County records. They may be old, incomplete, stripped of case context, or unrelated to current custody. They also may keep a photo online after charges change. PA SAVIN/VINE is useful for custody and case notifications, not for browsing jail mugshots. Washington County says users can register online through VINELink, call PA SAVIN at 866-972-7284, or contact the Washington County Crime Victim/Witness Assistance Program at 724-229-5922. The research found VINE mobile apps, but no Washington County PA sheriff mobile app with an app-only roster, warrant search, most-wanted list, or mugshot feature.
